Abstract: The economy crisis beginning in September 2008 in the United States of America greatly impaired the Russian economy. The “D. Medvedev-V. Putin” higher policy-making circle and elites have widely agreed to disarmingly change the energy-depending developing model, and originate a new way to modernization, making the “All-Modernization Strategy” the national developing strategy of Russia. The implementation of the “modernization”, and “new”strategy for the goal will certainly lead to the strategic adjustment in Russia’s foreign policy, and this will have big impact on the Russia-USA relation.
