Abstract: As a public product of service economy, higher education service has been given more and more widespread attention. In the course of Bologna, Russian government strives to develop the higher education service market, makes use of modern IT to resolve the contradiction between education supply and demand, promotes the service quality of the higher education service body and maximizes the possession of the resource market of high quality education through competition mechanism, making the higher education service market more dynamic and competitive. The development state of Russia’s higher education service market deserves our attention.
