Abstract: In the time of Brezhnev, the Soviet Union strengthened control over the publication of books and speeches in the fi eld of ideology. On one hand the Soviet Union did not alter its Security Bureau’s function and position at the national level and appointed the National Security Committee as an institution for publication censorship, on the other no matter who acted ideologically against the authorities, his books or speeches would be banned. Because of strengthening the press censorship in that time, there appeared a widespread resistance and the government of the Soviet Union dealt with this matter even more cautiously.
