Abstract: Undergone a great change of the Soviet Union collapse, Russia carried out a series of reforms for political stability and economic recovery. The fi nal goal of the reforms is to resume its great power’s position in the world and revitalize Russia. In this background, Russia strengthened military reforms. In the respect of the army information construction, Russia adopted a series of measures for a response to the opportunity and challenge brought about by the information age and prepared for winning a information war.
