Abstract: One of the main development directions of Russia’s strategies prior to 2020 is facing the Asian- Pacifi c region and narrowing the economic development gap between Europe and Asia. Against the background of the global financial crisis, Chinese factors are the very important ones for the Russian east area to adjust industrial allocation and promote regional economic development. At the same time, China’s rapid economic development also badly needs much more cooperation with Russia. In 2009, the heads of the two states signed the Planning Outline of Regional Cooperation between the Northeast China and the Russian Far East and the East Siberia(2009-2018), hence 205 key projects to put in motion the cooperation in all the fi elds of both sides. The implementation of the planning Outline in Russia is infl uenced by various factors such as the Russian Federation’s support, investment environment and policy factors. Among them, some Russians ignore the present international political and economic situation, express objections to the Outline, put undue emphasis on the negative effect of the regional cooperation and run counter to the tendency of regional economic integration.
