Abstract: The Sino-Russian regional cooperation is not only an important support for the Sino-Russian strategic cooperation partnership, but a new growth point of the mutual benefi cial cooperation between Liaoning province and Russia. As one of the coastal provinces in the Northeast China, Liaoning actively develops economic and trade cooperation with Russia, which, of course, is of a very important signifi cance. For two years since approval of the Planning Outline of the Cooperation between the Northeast China and the Russian Far East and East Siberia, Liaoning has made a certain progress and achievements in the implementation of the Outline and in the practical cooperation with Russia, but its trade with Russia has fallen behind that of the other provinces of the northeast part of China, and even has an increasing distance from that of some provinces in the South China. The cooperative projects stipulated in the Outline have offered a clear direction for the Liaoning-Russian economic and trade development. A new change that appeared since the implementation of the Outline also has provided a new opportunity for deepening the Liaoning-Russian economic cooperation.
