Abstract: It has been over two years up to now since approval of the Planning Outline for the Cooperation between the Northeast Region of China and the Far East of Russia(2009-2018), and there is no substantial progress in respect of implementation. For this, there are two reasons: fi rst, after the global fi nancial crisis, Russia’s highest decisionmaking level adjusted the national economic development strategies, including the development strategies of Russia’s east region, and Russians changed their attitude toward implementation of the plans; second, the contents of the plans came into question and even criticism. In fact, the arrangement of the projects listed in the plans within the borders of China and Russia was in line with the two nations’ present resource endowments and industry structure characteristics. For the implementation of the plans, both sides should make necessary modifi cation to the plans in order to ensure investment security within their domains, establish a contacting and negotiating mechanism and try to make a breakthrough in the operation of some key projects. For proposing ideas, Chinese party is expected to consider fully about the Social and Economic Development Strategies for the Far East and the Baikal Region Prior to 2025.
