Abstract: After American president Obama was in power, he proposed to start up again the relationships between the United States and Russia. In view of the state of their relations for a period of time, “rebooting” has gained some positive achievements, but they still have unquenchable profound differences in the cooperation of European missile defense, which has made the “rebooting” short of a substantive progress and constituted an obstacle to further development of their relations, even possibly imperiled the gained results from the “rebooting”. The root cause of ineffectively rebooting their relationships is their strategic goals contrary to each other. This problem will possibly remain unsolved in future and their relations will also possibly go back to a low-level confrontation state.
