Abstract:National education was one of the main fi elds the Russian Local Self-government Offi ces (RLSO) took part in. Because of the influence of “reward” system, most of expenditure on national education managed by the RLSO was assumed by the rural people’s communes, leading to a slow development of national education. Hereafter, all the RLSO either at the provincial level or at the county level participated in national education undertakings and made great progress. As a chief component of national education, primary education had an allaround development from the end of the 19th century to the early 20th century. The RLSO took some corresponding measures in the respects of secondary education, normal education, vocational education and after-school education. The “reward” system and the relations between the RLSO at the provincial level and that at the county level had a signifi cant infl uence on the development of national education.
