Abstract: The Ideas of Counterterrorism of Russian Federation is an important normative legal document on counterterrorism formulated by the Russian federal government and an extension to Russia’s national security strategy. This document has a close connection with the Anti-terrorism Act and the National Security Strategy of Russian Federation prior to 2020. The document has four parts of core contents in total: terrorism growing trend and internal-external elements that impel it to spread; nationwide anti-terrorism system; anti-terrorism laws, information analysis, sciences, material technology, fi nance and personnel guarantee; international cooperation in the anti-terrorism fi eld. The document has fi ve characteristics such as heritability, systematicness, focus on defense, assigning clear duties and mobilizing the people of the whole country. and a set of strategic system, the document is of an important reference value to China’s anti-terrorism and its stability work.
