Abstract: In a recent decade, many countries in Northeast Asia achieved a great leapfrog development in economy, but the Russian Far East was still in a backward position because of a shortage of investment, a backward transportation and a sparse population. In the present conditions, the Russian federal government has worked out a series of economic policies for the development of the Far East region, including speeding up the development of economic cooperation with the other countries and melting into the economy of the Asia-Pacifi c and Northeast Asia regions by stages. Cooperation with China is a necessary condition for economic growth in the Siberian zone and the Far East federal zone. At the same time, some regions in the Far East and Siberia have great potential for optimizing cooperation and they are the main active bodies engaged in the course of integration in East Asia. The
Programs for the Cooperation between Northeast China and the Russian Far East and Siberia signed by the prime ministers in October 2009 are of great importance to the completion of the above tasks. For promoting economic and social development in the Far East and Siberia, it is a must to expand the pragmatic cooperation between the Far East’s frontier area and the Old Industrial Base of Northeast China.
