Abstract: Russia’s rural land system change has undergone for twenty years. Although the rural land privatization advocated by Yeltsin was raising the agricultural production enthusiasm, its agriculture went into a decline that brought a great deal of diffi culties to the rural land privatization system. After Putin was in power, he effectively resolved the knot that the rural land was unable to circulate freely and achieved the aims of scale management of rural organizations in a good rural development environment. This process fully proves that the rural land circulation right is very important for agricultural development.
