Abstract: After Gorbachev served as host in the Kremlin, he proposed a new strategy of speeding up social and economic development in order to enhance economic strength, stabilizing political situation and guarantee the Soviet Union’s position on the political and economic stage of the world. This was an important turn in the history of the Soviet Union. However, because the “accelerated strategy” didn’t keep a fi rm hand on the key of irrational economic structure, it ran counter to the regular pattern of productivity development of the Soviet Union and went on the old road of extensive catching-up strategy so that the economic reform was in a fi x and ended in failure and was replaced by a humane and democratic socialism. Capitalist private ownership and market economy proposed as the goals of the reform were the component parts of Gorbachev’s humane and democratic socialist line and a
refl ection of basic values of the humane and democratic socialism. Gorbachev’s economic system reform broke the high centralized and planned management system, but didn’t turn towards market economy; the economic reform went into chaos from “running idle”; the economic crisis grew in intensity and directly lead to the Soviet collapse at last.
