Abstract: As one of transitional economies, Russia vigorously initiates business innovation so as to carry out the adjustment of its industrial structure and the further optimization of its economic structure and implement the forging ahead strategy. Russia’s defense industry body has become an important source for it to transit to the period of post industrialization and a base for the formation and development of high-tech system as well as a principal support for economic innovation.
