Abstract: For eleven years since the Shanghai Economic Cooperation Organization was founded, it has played an important role as a regional organization. Both China and Russia are two leading countries of the organization; the similarities and differences of their strategic concept of the organization decide the future of it. It can be seen by analysis from systematic, regional and bilateral levels that China and Russia have both similarities and differences in their strategic concept of the organization, but their similarities are more than their differences, and in terms of deciding the prospects of the organization, their strategic concept of the organization is still the same. After a decade since the organization was founded, it still has prospects for development.
