Abstract: Putin came into power once again and pledged to build a “powerful Russia”. Facing a new international strategic environment, a new task of economic and social development and a new internal and external challenge of security, Putin stepped up drastic adjustments to diplomatic strategy in his new presidential tenure. The concrete manifestations of his adjustments were as follows: integrating the region of the former Soviet Union and making it a strategic backing of one independent pole in the multipole world, speeding up a step towards merging into the Asia- Pacifi c integration so as to create favorable conditions for a fast rise of Russia, steadying and improving relations with Europe and strengthening strategic precautions against the United States. Generally that Putin drastically adjusted the key points of diplomatic strategy will hopefully become an important opportunity for China and
Russia to further deepen their strategic partnership. China and Russia should fully recognize each other’s strategic values and treat the deepening of their relations as their mutual strategic task, promote their mutual trust, lay a fi rm recognitive foundation for their relationship, intensify an omni-dimentional strategic cooperation, make strategic partners into quasi-allies, try hard to deepen their practical cooperation in every fi eld and remain committed to their mutual rise.
