Abstract: On May 7 of 2012, Putin was sworn in as president for the third time. It is only more than a hundred days since he took offi ce and his new deal has a successful start. It believed that he has still pursued a policy of maintaining political and social stability. Under the precondition of stability, he has made changes in the election of local leaders, the system construction of political party and the division of administrative areas; he has adopted a down-to-earth attitude about economy, made an innovation in pragmatic work and explored a road of modernization in economic development; for foreign affaires, he will pursue a policy of sticking to principles and keeping up fl exibility; he will seek a peaceful diplomacy and show a strong tendency of a great power for some matters of grave importance; he will keep the continuity of a policy while making some important adjustments; that he was in power once again will create opportunities for deepening the Sino-Russian relations in future and extend the
cooperative areas of the two sides.
