Abstract: After the end of the Cold War, the United States and the EU have implemented their human rights Diplomacy on Russian, their main contents are including: getting involved in human rights matters through providing aids for Russia’s Non-government human rights organizations, setting up human rights projects within the framework of economic aid, passing a human rights bill or resolution and releasing a Russian human rights report, etc. In order to resist the negative impact from the West’s human rights intervention, Russia has adopted lots of countermeasures, including: diplomatic response, issuing Report on Global Human Rights Status to tilt at the United States and Europe’s human rights problems, strengthening the administration of the Non-government human rights organizations through enacting laws and stepping up its own construction of human rights protection system.
