Abstract: The political party culture is theoretical concepts, norms of thinking, way of thinking, code of conduct, which are concerned with political tactics, system design, cultural policy, Party member’s quality, etc. Forming the culture of the communist Party of the Soviet Union is related to the “great change” of Stalin giving up the new economic policy and a series of mass criticism and repudiation carried out in the fi elds of ideology and culture. At the turn of the twenties and thirties of the 20th century, the great change of ideology and culture of the Soviet Communist Party and hence the mass criticism and repudiation brought about a profound change to the Party culture: in politics, they established a personality cult of Stalin and a theory of “intensified class struggle”; in philosophy, they practiced metaphysics, made class struggle absolute and pursued struggle philosophy; in culture,
they cast off Lenin and Bukharin’s ideological and cultural line, totally banned sect competition, set up a “colossally unifi ed” organization and a unitary creation method, carried on a tyrannical interference in administration, pinned political labels on others indiscriminately, made “Lapo” spirit revived and implemented Lapo line without Lapo. Such a political party culture spread abroad and brought about serious consequences to the international communist movement and the socialist countries.
