Abstract: The Soviet Union continued rising since the end of World War II, a process affected by both ideology and regional strategy. The existence of ideology factor created the illusion of Soviet Union rising, contributing to the departure from its previous regional strategy. Instead of assuring the rising fruits, Soviet Union’s regional strategy failed in terms of achieving the goals of fueling Soviet Union’s enduring rising. For those countries which rising from a regional power to a global super power, the case of Soviet Union will give them good inspiration.
