Abstract: In the 1990’s, Russian society was caught in a systematic crisis and Russian legal system fell apart and could not effectively accomplish the tasks it faced. The mission of Russian contemporary penal policies is to study the process of social crisis, reveal its inherent laws and propose a suitable model of ensuring legal orders and fighting criminal offence in view of the reality of the Russian society today. A deep analysis of the concept, aim and guiding principle of Russian penal policies as well as the Russian Federation’s policies in the field of preventing crime, from the perspective of theory and practice, can provide a salutary lesson for the development of the Chinese penal policies.
