Abstract: Privatization is one of the issues that have been disputed most among the Russian society for twenty years since the Soviet Union collapsed. In his former two terms of office, Putin had adjusted the policy of privatization of the 1990’s. In his third term, privatization is still an important part of his administrative principles. After the 2012 presidential election, Putin proposed a new model of energy enterprises’ privatization and the super-large-scale oil and electric power companies were deleted from the list of the privatized enterprises. In the process of the new round of privatization, the Russian government will directly control the progress of “grand privatization”, guarantee the transparency of information in the course of privatization, import a new pattern of auction for bankruptcy enterprises and middle-and-small-scale businesses and restrict the state-owned companies to the privatization deal at the same time. Russia has expressed for several times that they welcome foreign investment in the new round of privatization. This gives Chinese enterprises a good opportunity to “go out”; they should try to grasp at it and participate actively, steadily and rationally.
