Abstract: The Sino-Russian relations are the important factor that has an influence upon international political structure. The two countries have made their influence constantly rising in the course of the world history, global economy, international trade and other fields. At present, the Sino-Russian regional cooperation as a whole is developing smoothly, but the problems and contradictions are still projecting, especially implementing the Essentials of Regional Cooperation Programs between the Northeast Region of China and the Russian Far East and Siberia(2009-2018) is slower, because their cooperation just starts. The problems such as not enough population, immigrants and investment lead to the backward development of the east area of Russia and a series of administrative barriers (including Russia’s regional investment policy) restrict the Sino-Russian regional cooperation. If Russia does not adopt some measures to alter the unfavorable situation of the Sino-Russian regional trade which has become a one-way road, the east area of Russia will be inevitably in a backward position for a long time.
