Abstract: In March 2000, EU made “Lisbon strategy”, propelling “Social Inclusion” in the Minority groups and
disadvantaged groups. In order to carry out the strategy, the central and eastern European countries announced
some measures to promote the minority’s “social inclusion”. Because the central and eastern European countries
have serious repel-minority tradition, and limited money, there are still lots of problems in this aspect. Even so, the
policies above still worth affirmation. Compared with “rights protection”idea, “Social Inclusion” is a historical Leap of minority policy.
