Abstract: whether it is in the Czar period or in the Soviet Union period, Russia has regime combination in the State management system. Most researchers acknowledge that contemporary Russia owns the policy of the highest power combination that means two supreme leaders exercise power jointly. This phenomenon depends on the development stage of Russia. The aim is to solve the reality question in the State management so as to perfect Russia political leading system.
