Abstract:The obvious political system control power is the basic character of Russian political situation. There
is no essential change in the state power institutions. Though initiating some reforms, Russian authorities kept retention strategies in every reform. The political stability will be kept with the step-by-step change. The peculiarities of Russian transformation and development are showed in three aspects: firstly, Russian transformation path and influence are based on the country rather than the society; secondly, there is a tight relationship between the monopolistic economic structure and government-led centralized management mode; thirdly, internal centralism and external expansionism are two characteristics of the country, which have special influence. In a word, in the process of political transformation and modernization, Russia always faces a insurmountable problem, which is how to deal with the relation between the traditional and the modern.
