Abstract: In the end of the Soviet Union, from Mikhail Gorbachev’s reform, Russia's political elites changed fundamentally in generation, circulation channels, internal structure and function. In Gorbachev period, from appointment system to election system, the formation way of the Soviet union's political elites completely changed which shake the political foundation of the Soviet Union. In Yeltsin period, the diversification trend of the political elites strengthened, with a faster flow speed and poor stability in internal structure. the political elites became an important reason for the unstable political situation. In Putin's ruling, he established a strict vertical power system. This put the entire political elite team into the framework which realized the political stability. After Putin win the president election for the third time, he readjusting the political elites, changed the scene of queue between Medvedev and Putin, restored power center unified pattern. In the transition period, Russia's political elite dominated the choice of development path of the country, had a profound effect on the country's political process and the change. At present, as the important foundation of authoritarian politics, although there is a firm trend in Russia's political elite, but its structure transformation is far from finished.
