Abstract: As the largest country in the arctic, Russia attaches great importance to the arctic development. In recent years, the Russian made a series of strategy and policy to guide its development activities in the arctic. Despite Russia has the ambition to development of the North Pole, still affected by many factors and constraints. Russian final arctic development policy still exist certain variables. The arctic has important strategic significance for China, it is imperative to participate in the arctic affairs. In view of the influence of Russia in the arctic affairs, China should to conduct a deep research to its arctic development policy, and carry out the arctic ocean neighboring countries comprehensively, Slightly and policy analysis and research work, in order to grasp the current and future the mainstream direction of arctic development, to make sure the main point of China's participation in the arctic.
