Abstract:On December 12 th , 2013, Russian President Vladimir Putin published nation address in both houses of federal parliament. This day was the 20 th anniversary of the Russian federation constitution. This official communication involved people's livelihood, political democracy institutional reform, national economic development and innovation, foreign relations and national security, and other important content. "Responsibility" is an important word appeared in it. Putin stressed that the responsibility of the country is the theme of the constitution; it is also a demand for everyone. So, in the development target and planning of national official communication, it emphasized national, social and personal responsibility and obligation in the above areas.
