Abstract:In September, 2013, Chairman Xi Jinping, proposed the strategic conception of "Silk Road Economic Belt". Generally, its coverage includes the Shanghai Cooperation Organization (SCO) countries and its adjacent areas, which covers the large Central Asia region and the surrounding areas of West China. If this vision achieved, it has important strategic value to China's peaceful rise, the development and stability of all countries in the area. The connotation of the "Silk Road Economic Belt" shall mainly include three aspects, to carry forward the spirit of "Ancient Silk Road", to build "Modern Silk Road", and to form a "Community of Interests" and "Community of Destiny". Considering from the aim and reality conditions, the construction of " Silk Road Economic Belt " shall take the advantage of SCO as a base, to build the belt of good-neighborly friendship and strategic stability as the main support, to confirm the basic direction of bilateral and multilateral cooperation projects, to build the "Silk Road Economic Belt" which could realize the connectivity, to develop West China as a key focus direction. All these measures could push the development investment, commodity trade, energy cooperation and cultural exchange to realize large regional cooperation from small to large".
