Abstract: After the collapse of the Soviet Union, Russia inherited most of the military research and development and production capacity. But at the beginning of the independence, it did not reach the glory of the Soviet arms sales. In the mid-1990s, Russia recognized the significance of the arms trade to export and revive of country glory. Accordingly, Russian arms sales began forming in the recovery and adjustment. In the new century, the Russian arms sales diplomacy had great development, achieved its great power strategy and restored its superpower status. Looking forward to the future, the Russian arms sales diplomacy facing a series of factors, but if they can seize the pulse of the world political and economic pattern and made further adjustment, Russian arms sales diplomacy still promising.
