Abstract:The western world dominated the international public opinion discourse power for a long time. It had advantage on the international communication and soft power promotion. Constrained by historical grievances and culture disputes in the western world, the Tsarist Russia, the Soviet Union and the Tsarist Russia, the Soviet Union or present Russia are considered "heterogeneous" in the history of western society which often has a negative image in the public opinion. In the process of building a spread international image and soft power, today's Russia often see western society as a mirror. Therefore, the creation and spread of Russia's national image fall into a structural dilemma which is hard to get off.
