Abstract:During 1930s-1940s, the Soviet Union has more and more severe attitude on prior review of literature books and periodicals. A paper or work will accept continuous examinations before the pass, which is extremely difficult. But there was still harmful works can't be found by the censors. The censors’ leaders both cogently felt the umpire check system which bring distress, and had seen its shortcomings. But they dare not to publicly blame the system. On the opposite, they advocate the counterattack for that kind of attempt to ease censorship.
