Abstract: Russia’s harsh natural environment and peoples’ demand for security are the important conditions for it to implement a mobilization-basesystem and develop a mobilization-baseelite-community tradition. Under such models are boyar aristocrats, service aristocrats, imperial bureaucrats and “On-the-record Dignitaries” of the Soviet Union, all of whom are Russian political elites of “service” nature and the tool for the highest ruling power to finish its established goals. After they lose the nature, these elites will be replaced by other service elites. Russia has a relatively closed and low-efficiency elite community.
