Abstract: There are a total of 15 border crossings between Heilongjiang and Russia. Due to factors such as geographical location and Russia’s attitude, these crossings have experienced imbalanced development, with considerable differences. Most crossings are in normal operation and serve merely as channels for cargo transport, as port economy plays a mediocre role in driving local economic growth. Despite the considerable difference among the border crossings, they share many commonalities under the macro-economic background.
