Abstract:Central and local governments should enhance top-level design and overall arrangement to promote the construction and economic development of the border crossings on Sino-Russian borders and improve the practical cooperation between the two countries. Specifically, the central government should do a good job in coordination and policy inclination. In the meantime, local governments should focus on deepening the institutional reform, providing more support, choosing cooperation priorities properly, paying attention to the development of border cities and strengthening personnel training.
