Abstract:Against the backdrop of the new scientific and technological revolution in modern times, innovation has become an important impetus to national and social development. In the Soviet Union's history of over 70 years, "Brezhnev's 18 years" was a period when innovation was lacking or strangled. During the period, the country's institutions restrained innovation in multiple fields including politics, economy, thinking, culture, military and diplomacy, preventing the country from catching the golden opportunity of the scientific and technological revolution. Brezhnev's 18 Years by Professor Ye Shuzong provides a comprehensive illustration of the above issues.
