Abstract: From the perspective of critical constructivism, there is a certain impact on EU-Russia relations which comes from countries such as Ukraine, the former Soviet republics known as "Near abroad" as named by Russia. Both Europe and Russia believe that internal security hinges on the issues beyond the borders. As a result, countries like Ukraine have become an object fought over in the contention between the EU and Russia. Near abroad have also served as an important source to lead the changes in EU-Russia relations. As a result, The EU and Russia have formed a relationship of rivalry and mutual exclusion. The pro-Western Ukraine, who pursues integration into the EU, is viewed as a political loss by Russia, whereas the pro-Russian Ukrainian government is usually seen by the EU as a constraint imposed by Russia. The discourse and practice of the EU and Russia reflect their powers, perceptions and interests which profoundly influence the EU-Russia relations, especially the so-called strategic partnership.
