Abstract: Recent years have seen a robust growth of the cross-border e-commerce market with Russia, which serves as a major attraction to e-commerce businesses around the world. Harbin enjoys comparative advantages in location, human resource reserve and financial service in developing cross-border e-commerce with Russia. Such development helps Harbin accelerate its innovative development, transition and upgrade of the economic and trade cooperation with Russia. Such a drive also lifts the city's level of opening up to the outside world, with the development of the highly promising "Online Silk Road" to help construct the Silk Road Economic Belt in Heilongjiang Province. So far, Harbin has achieved fast progress in developing its platforms of online logistics, settlement and public service for cross-border e-commerce with Russia. Nonetheless, constraints exist such as a late start, a lack of core competitiveness and a low level of development. Harbin needs to further improve its development by such methods as integrating resources, changing the train of thought, optimizing services, promoting localized operation and expanding investment in Russia.
