Abstract:The vision of establishing Primorsky Krai Special Economic Zone is related to Russia's Far East policies and dependant on the country's financial and administrative capacity, and Moscow's assessment of resolving main regional issues and resources. The plan for establishing the Zone was raised more than 20 years ago, with a lack of successful examples so far. Currently, the greatest advantage for setting up the Zone lies in the fact that Russia has formed a multilayer management system for regional development that matches the powerful national administration and that the country has eliminated the main negative factors of the 1990s. However, the extent of national support depends more on whether any convincing successful examples can be created during the initial period after the establishment of the Special Economic Zone, with efforts to be made to adopt a unique approach for each project.
