Abstract: In recent years, Russia, in the spring tide of IT transformation in the world, enters into the networking era. With the popularity of such modern communication tools as computer and mobile phone, the group of netizens in Russia is expanded rapidly. Especially after the coming of Web2.0 era, the social media are widely used, forming the Internet public spheres for individuals to express wishes, conduct deep discussions and exchange information. In 2011-2012, the movement of “election for honesty” is to a great extent prepared, mobilized and practiced through Internet public sphere, which has seemingly become the soil most suitable for cultivating the civil society under the current political system of Russia, causing great impact to the original power structure. After this movement, with the launch of Internet control measures, the state power enters into the Internet field and achieves the state presence in Internet public sphere, so that the Internet public sphere can become the space for the game between state power and social power, and between the regime party and opposition faction.
