Abstract:Admission of new members is the current important task of SCO and also its important strategic choice in face of the future. Although the admission of India and Pakistanhas entered into the legal procedures, but still many challenges are faced. The admission of new members by SCO involves the problems in organization functions, positioning and development direction, so it should be conducted step by step and in strict procedures, but the eager for quick success and instant benefits should be avoided; otherwise, the development of the organization might be caught in dilemma. After more than 40 years of development, ASEAN has become the model for the unity in regional organizations and developing countries. After 4 times of admission of new members, ASEAN also faces many challenges, but its admission finally achieves success through its active response to the internal and external environments, and promotion of mechanism reform, and turn of challenges to opportunities. It is of great practical significance for the new member admission and future development of SCO to analyze and compare the conditional environments of the admission of new members of SCO and ASEAN, and then refer to the experience and lessons of ASEAN.
