Abstract:The political transition of Montenegro is closely related to the state independence and “Return to Europe”. Although the first transition within the Yugoslavia framework and under the international sanctions and isolation had changed the socialist nature of the country and confirmed the transition objectives of democracy, rule of law and separation of powers, the socialist Democratic Party evolved from the Montenegro communist league still held the ruling status, and political transition could not obtain power from “Return to Europe”. In terms of the second transition in the process of fighting for independence and drawing close to Europe, although it obtained the support of western countries, the political transition proceeded slowly as the independence topic accounted for a large political space, so that the socialist Democratic Party still firmly controlled the regime. After it won independence, although the third transition in the process of “Return to Europe” confirmed the state identity and was subject to the regulation and promotion of EU and NATO to a large extent, but the phenomenon of ruling in turn by several parties still did not appear due to the dominant position formed by the socialist Democratic Party in the long time. Until recently, the power monopoly of the socialist Democratic Party had no any loose indication.
