Abstract: At present, Russia, where great importance is attached to the development and perfection of higher education quality external evaluation system, has formed a three-step multi-mechanism “Licensing, Certification, Accreditation”. Furthermore, the evaluation subjects present the diversification characteristic, which just highlights the comprehensiveness and objectivity of the external evaluation for higher education quality. The education evaluation administration in Russia also sets up corresponding database, to place the evaluation results under the extensive supervision of the society. The central purpose of Russia to implement the evaluation system is to advance the pace of internationalization of its higher education and improve the international competitiveness of its higher education. In China, we are also confronted with the tendency of popularization and internationalization in the domain of higher education. Perfecting evaluation mechanism, improving evaluation system, strengthening evaluation supervision and improving education quality have become the important issues faced by the Chinese education development. The study and examination of the development and implementation of Russia’s external evaluation system for higher education can provide reference for the exploration and development of China’s higher education quality evaluation system.
