Abstract: Since Ukraine’s independence in 1991, the government has been hoping to form a new historical comment through intervening historical policy to give an influence on national’s consciousness and memory of history, and build new national identity and culture identity. Historical policy is not only expected to regain young generation’s spirits through history education in primary and secondary schools but also establish self-identification through public commemorative activities (especially commemorations about tragedies of Soviet history) so as to get rid of influences from Russia’s history and culture, thus providing specific measures of cultural identity for Ukraine’s joining into the EU. However, historical policy failed for cultural disparities in east and west regions of Ukraine and government’s high politicization.
