Abstract: Several social riots occurred in the ruling period of Khrushchev, and the Novocherkassk Event is the largest one. On June 1, 1962, the notice of Soviet Union government to increase the price of food triggered the worker’s strike in Khrushchev. This event is not the officially stated “bandit action organized by rogues and criminal offenders”, but the “spontaneous petition of workers”. The event has huge impact on the history of Soviet Union. It is the transition point for the Soviet Union government to solve the livelihood issues, also promotes the country to strengthen the management force to the society and causes the diversion in the popular support.
