Abstract: Since March 1956, Khrushchev's report On the Cult of Personality and Its Consequences made to the 20 th congress of CPSU started to be introduced to all CPSU members, League members and non-Party personages. After reading the report, the Party Committees of various places submitted circulars with a monotone of reporting agreement with and support for Khrushchev’s speech at Party organizational meetings, and also truthfully reported various problems such as the oppositions, criticisms, questioning and confusions during the introducing process. On the one hand, CPSU Central Committee adopted organizational measures to dismiss Party members who made anti-Party statements as a punishment; on the other hand, Central Committee criticized and educated Party members who had a fuzzy understanding through decisions, resolutions and letters to guide them to correctly cognize and comprehend the resolutions of the Soviet Union’s 20 th congress and meanwhile demanded all Party organizations to strike back anti-Party and anti-Sovietism attacks firmly. Above-mentioned CPSU Central Committee’s documents restrained anti-Party statements and meanwhile drew an impassable boundary for the discussions about Khrushchev's report and Stalin issue.
